fix(mobile): EXPO_RUNTIME_VERSION w AndroidManifest na 1.2

Katalog android/ jest w repo (bare workflow), wiec zmiana runtimeVersion w app.json
sama nie przepisuje manifestu, robi to dopiero prebuild. Bez tego APK 0.2.2 siedzialoby
na kanale OTA 1.1 i dostaloby baner migracji, czyli kazaloby migrowac jeszcze raz,
w kolko. Zlapane przed wydaniem.
